“Doctor Eleks” is implemented in Vinnytsa medical institutions

According to the program “Automatization in Healthcare Sphere in Vinnitsa for 2011-2015” the complete computerization of 16 city medical institutions will be going on during next five years. The structured cable system for 874 working places will be built and the server equipment will be set up in the hospitals. The implementation of “Doctor Eleks” information system will allow all city hospitals to unite into a single network, which will give the medics an opportunity to quickly exchange the information.

The program of the city medical institutions computerization is divided into five stages. The city clinic № 3, city children’s clinic № 2 and the city dental clinic will become the first institutions that will fall under the process of automatization. The realization of this stage stipulates the provision of computer equipment at 138 working places, united in a single network, and the “Doctor Eleks” system implementation.

The information system principal elements for medical institutions will be the patient’s electronic card, document templates’ editor, reception and working schedule, doctor’s working place, hospital, laboratory, chief’s working place, processing and archiving subsystem, subsystem of administration, data security and confidentiality, system of cooperation with external institutions.

The Electronic Medical Card (EMC) will substitute the paper one. It will contain all the data about the patient concerning his health. In addition to diagnosis it will also contain the results of all examinations and prescriptions. EMC implementation will allow to reduce queues to doctors, and the exchange of information (e.g. laboratory examinations results) among structured subdivisions will be held in a comfortable electronic way. The system will enable the doctors to insert patient’s medical examinations data right into the Electronic Medical Card, form discharges and prescriptions, obtain information about free wards in hospitals for placing the patients, transfer and discharge them, receive necessary information from medical diagnostic devices, quickly insert and efficiently analyze the data of laboratory examinations. In case of a critical departure from the norm, the electronic system will warn a doctor about it in order to guarantee a quick reaction in cases of emergency.

A special training will be held for all medical employees within the bounds of implementation of the medical information system “Doctor Eleks”, which will allow them to work with computer equipment and use the common network.
